Creation

On one level, it is humans who create gods.  On another, they can be so all-powerful that they create themselves.  We also attribute the creation of wonders and mundanities to gods.  At some point, gods “become” because humans (or some other race – elves, orcs, etc.) recognize that they exist.

To exist, gods must be worshiped, or given recognition.  Worshipers give devotion, which is a god’s food or sustenance.  Monsters, on the other hand, do not need worship to exist.  They may accept it, or even desire it, but they exist outside of it.
